Every year on June 19th, the United States celebrates Juneteenth, a holiday that marks one of the most defining moments in American history. But what many people do not know is that the story of Juneteenth did not begin in Washington D.C. or across the nation at large.
It began right here. In Galveston, Texas.

THE HISTORY: WHY GALVESTON, TEXAS IS THE BIRTHPLACE OF JUNETEENTH
On June 19, 1865, two and a half years after President Abraham Lincoln issued the Emancipation Proclamation on September 22, 1862, more than two thousand Federal soldiers of the 13th Army Corps arrived in Galveston, Texas. With them was Major General Gordon Granger, Commanding Officer of the District of Texas.
From his headquarters at the Osterman Building at the corner of Strand and 22nd Street in Galveston, General Granger read aloud General Orders, No. 3, one of the most consequential documents in American history:
"The people of Texas are informed that, in accordance with a Proclamation from the Executive of the United States, all slaves are free. This involves an absolute equality of personal rights and rights of property between former masters and slaves."
With those words, the more than 250,000 enslaved people in Texas learned of their freedom for the first time. Lincoln's Emancipation Proclamation had gone largely unenforced in Texas due to the limited presence of Union troops, making this moment in Galveston the true turning point.
It was from that moment in Galveston that Juneteenth was born.
FROM GALVESTON TO THE NATION — THE GROWTH OF JUNETEENTH
What began as a local Galveston commemoration grew steadily into a national celebration. As African Americans from Galveston and Texas migrated across the country, they carried the significance of June 19th with them. Today, Juneteenth is celebrated in more than 200 cities throughout the United States.
Texas was the first state to officially recognize Juneteenth as a state holiday, under legislation introduced by Texas State Representative Al Edwards of Houston. The law passed through the Texas Legislature in 1979 and became an official state holiday on January 1, 1980. Currently, 47 of the 50 U.S. states and the District of Columbia recognize Juneteenth as either a state or ceremonial holiday.
In 1979, the Galveston Juneteenth Committee initiated an annual Juneteenth Celebration on the lawn of Ashton Villa at 2328 Broadway, the historic site where General Orders, No. 3 is commemorated each year through prayer, reflection, and community leadership. In 2006, a permanent statue honoring the reading of the order was erected at the site, serving as a lasting reminder of the June 19, 1865 moment that changed history.
